…Leadership in Caribbean Digital Transformation

As Chairman and CEO of XHUMA, I lead technology platform development to enhance healthcare and public sector operations across the Caribbean. Previously, I served as Chairman and Managing Director of the National ICT Company of Trinidad and Tobago, where I led nationwide ICT strategies and large-scale e-governance programs.

Trusted Advisor to Global Institutions

I regularly advise governments, the United Nations, and global development agencies. My work includes:

  • CARISECURE 1.0 & 2.0 (UNDP): Provided advisory support on digital solutions for regional security, justice systems, youth crime, and human trafficking across the Caribbean.
  • IDB & Government of Barbados: Led ICT assessments to develop automated fiscal tools and health monitoring systems for non-communicable diseases.
  • EU/CTA Collaboration: Enhanced ICT use for agriculture and disaster risk management in the Caribbean.

These roles highlight my ability to apply strategic ICT solutions to pressing development challenges.

Areas of Expertise

My professional strengths include:

  • Digital transformation for governments and public agencies
  • ICT infrastructure planning and cybersecurity assessments
  • Policy development for e-commerce and digital governance
  • Large-scale project management and stakeholder training

Moreover, I’ve partnered with organizations such as the IDB, UNDP, European Union, and CANTO to create long-term, scalable digital solutions that improve public service delivery.

Education and Vision

I earned my MBA from the University of California, Berkeley and hold certifications in digital strategy, ICT policy, and project leadership.

In conclusion, my goal is simple: to help governments and organizations harness technology for economic growth, innovation, and inclusive development.
